WGS Extract v4 local tools subsystem

Some tools are distributed with the WGS Extract program.  As opposed to the
majority which are found in central repositories (stores, in todays
terminology) and simply installed from there.  Tools here are often not
simple stand-along programs; for example, Java JAR archive files.  Or they may
not have a central, easy way to download and install in a system location.  Or
maybe we have had to modify them to integrate here.  Whatever the reason,
they are distributed with this package.

Only Java JAR files are located in this folder.  Other programs may be in
their own directory one level up.  But still distributed together with
this folder and subsystem.
